INTERCOLLEGIATE DEBATE ON POLITICAL REFORMS

 

The Lok Satta Movement is committed to creating leaders of tomorrow. Going into the third year, we are now extending the reach of this competition to colleges in the entire state of Maharashtra. We sincerely hope that students from colleges from all over Maharashtra will utilize this opportunity to focus on their research and debating skills and participate in this year’s (2008-2009) debate and make this a memorable event. In this context, this year Mumbai University and The Times Foundation joins Lok Satta Movement in its continuing efforts to improve student’s knowledge and interest in matters of governance. The details of this years’ debate are mentioned below.

 Details of the Competition (2008/2009): 

  • Title of the Competition ---- “Youth for Political Reforms – A Debate”
  • Debate Language ---- Contestants will have the option of speaking in English, Hindi OR Marathi or combinations of all three, as students feel comfortable.
  • Participants --- Each College is allowed to send multiple teams, each team of 5 student members (names once declared will not be allowed to be changed) from each College (University affiliated and otherwise). Any 2 members of the constituted team will be allowed to speak in each round – the other members will provide the team research support. The two speakers of each round will need to be nominated prior to the commencement of each round at the venue itself.  No student can be a member of more than one team.
  • Debate Format --- With the topics in the form of a statement & two teams pitted against each other, one team will speak for the Resolution and the other against it, with the proposition allowed a Right of Reply at the end.
  • Contest Format --- All the rounds prior to the final (semi finals included) will be held in Lok Satta Movement Auditorium at Byculla in Mumbai. The winners of the Semi Finals will contest the Grand Final, which will be held at one of the Mumbai University’s Auditorium.
  • Arrangements for students coming from outside Mumbai--- Lok Satta Movement will make arrangement for 3 meals and accommodation for one night’s stay in Mumbai for the teams coming from outside Mumbai Metropolitan Region to participate in the competition. Lok Satta Movement WILL NOT provide for the travel to and from Mumbai to the teams participating in the competition.
  • Contest Schedule--- Registration Forms with details (Cell Nos. & Email Addresses) of the Team members, its Leader and a Coordinating Faculty member to be received in Lok Satta Movement Office by 15th August 2008. Elimination Rounds will be conducted from 15th September 2008 onwards. The date & venue for Finals will be intimated at a later date.
  • Topics Selected for the 2008/2009 Contest --- The event group has selected the following topics:
    1. The Proportional Representation (PR) system is better than the current First Past the Post (FPTP) system of elections in India.
    2. Governance of a State is better served by a directly elected Chief Minister rather than through an indirectly elected one as prevalent today.
    3. The people running the political system and not the political system itself are to be blamed for the ills of India.
    4. Two parties with inner party democracy are the right antidotes of the ills of India.
    5. The Proportional Representation (PR) system is the right antidotes to money and mussel power politics.

 The participants are advised to start researching the topics well and early; the topics for each round will be announced 15 days prior to the respective round.

 Whilst doing the research students are expected to discuss the topic and issues arising out of the same with the local politicians to get to the root of the issues. 

  • Prize Money--- The organizers are pleased to announce very attractive prizes for the contest;    Rs. 10,000/- to the winning team of 2008 contest & a Trophy to their College; Rs. 5,000/- to the Runner-up team.
  • Judges --- Eminent personalities are being identified to assist in judging the debate. To ensure high quality of debating with emphasis on Content and research work carried out by the participants, strict parameters will be laid down. Judges in consultation with the event group can withhold the prizes if not satisfied with the quality of the Debate.
